Description
Recently a pure version of the Image > Transform > Rotate... command was written. However when you run IJ2 the Image > Transform submenu shows both the IJ1 and IJ2 versions of the Rotate... commands. Somehow the plugin discovery is making a mistake. I have confirmed that RotateImageXY menu name "Rotate..." matches IJ1's "Rotate..." name in IJ_Props.txt. Not sure why this is happening.

I'm sure blacklisting ij.plugin.Selection("rotate") would avoid this issue but I think we should determine why it is failing first.
