File Save and Save As do not have default names

Description
Create a new image and fill in the name/title field to something. Now do a file save (or save as) operation. The filename field is blank rather than equal to the current display name. Thsi requires the user to enter the name a second time.
(Also note the save plugins are tied to Datasets more than Displays - this might be a mistake).
