FITS image can appear upside down

Description
Using 1.46 version of IJ1 open Boats sample image and Save As FITS. Run IJ2 and open this FITS image. Image is upside down. Back in IJ1 open this FITS image and it loads correctly. Note I happened to downgrade IJ1 to 1.40 and in that version the loaded FITS is also upside down so Wayne fixed changed something we are not cognizant of.
