Interactivity of ROI drawing is somewhat lacking

Description

When you draw a ROI (rect, oval, line, etc.) the outline does not start drawing until you've been dragging for a good while. Improve drawing speed such that the interactive ROI outline draws immediately.

In general the drawing interactivity is fine. It is only the first time you draw an overlay that it may not draw while dragging.
