Note that with commit b13a45eb8ea6992aecd65951a0c3fd73c9e95acd PointOverlays were changed to be multipoint. This tool can now proceed to be written.

This tool will need to capture multiple mouse input events and add to point set. Right now one click and focus goes away to selection tool (documented elsewhere too)
