Polygon tool needs to be completed

Description

The polygon tool (PolygonAdapter) exists but it is nonfunctional.

You cannot draw more than a single line. Need to make this tool keep tool focus and accept input mouse points.

Also the code for associating handles with the figure is not working. You cannot select an existing polygon roi. Apparently this code was in flux and never finished.
