Configure Hudson to email committers who broke the build

Description

Hudson supports the ability to email the person responsible for breaking the build. However, there must be an email address associated with the committer in question—figure out how to do this.

To email the committer who broke the build, I believe that person must have a Hudson account. In any case, we have this working for the ImageJ and LOCI builds. At some point we should configure it for ImgLib as well.
