Fix display of ramped data in ImageJ after New Image

Description

Using File New Image and choosing fill with ramp ImageJ displays unusual bands of data. Ramp values generally look good (except for unsigned 32-bit int). Must fix display of data.

done. lots of changes to NewImage. Some changes to ImgLibProcessor. One change to imglib.
