Move the publication source to a maven project

Description

Maven allows recognition of os platforms and can use the respective native libs based on information identified in ticket 217. This configuration will reduce the number of steps required for users to download and use the OpenCL plugin found at  https://developer.imagej.net/opencl.

The developer setup instructions will need to be updated to reflect these changes.

This task would make more sense once the Jogamp dependencies are placed in Maven. It looks like this will happen in the 2.0 release. On hold until this happens.

OpenCL efforts have been shelved for the foreseeable future.
