The FG/BG toolbar entries are not really tools

Description
It has been pointed out that the FG and BG color toolbar entries are really not tools. They live in the toolbar but they have no action when you click and drag within the image. We should consider relocating the color display buttons elsewhere in the UI and not clutter the toolbar.
