Extend http://fiji.sc/Special:Incoming to promote samples to http://fiji.sc/samples/

Description
The point of Help>Upload Sample File is to upload new sample files. We should make it easy for trusted contributors to promote such files to http://fiji.sc/samples/ where the other samples live, so that contributors can add lines such as
File>Open Samples, "Fiji Sunrise (64KB)", ij.plugin.URLOpener(" http://fiji.sc/samples/fiji-beautiful-sunrise.jpg")
to their plugins.config files.
As of today, this is possible: after each file (which does not already exist in /samples/) users with permission to view Special:Incoming will find a Promote link.
