Add the virtual host 'sites.imagej.net'

Description

The plan is to let all ImageJ users offer their macros, scripts and plugins via  http://sites.imagej.net/<username>/ where for simplicity of account creation, <username> would just be the name of the account on  http://fiji.sc/.

We also need to set up the infrastructure for WebDAV-based uploading.

I did exactly that, copying large parts of the setup from test.imagej.net and fiji.sc.
