Move the IRC bot from pacific to fiji.sc

Description
Since we should not rely on pacific, it would be better to have it on fiji.sc directly, or at least started (and ensured running) by Jenkins.

Done! Bot stuff lives in /data/devel/irc-bot. Both #fiji-devel and #imagejdev bots have moved, including complete chatlog histories.
However: nothing is version controlled yet, and nothing is backed up yet.

IRC data including scripts, chatlogs, etc., is now backed up to an offsite server (via cron for now).
