The threshold overlay can only be selected in the overlay manager

Description

The threshold overlay, when it exists, can only be selected in the overlay manager. There is no way to select it with the mouse.

Currently if you have multiple overlays and click on a pixel within the threshold overlay it does become active in Overlay Manager and the blue handles pop up enclosing the entire screen. So it seems to be working correctly.
