Publish ImageJ and friends to the Maven Central repository

Description

ImageJ and related artifacts should be available in the Central repository with every release starting with 2.0.0, if not before.

 This article discusses how to do it.

We have already started the process; see  OSSRH-3709.

Once it is in place, we should update  Stack Overflow question #12458688.
