Image > Zoom > To Selection not as accurate as IJ1

Description

Run the following command sequence in IJ2 & Ij1 and compare results

Open Boats
Draw rect roi of part of image
Image > Zoom > To Selection

IJ1 fills more of the zoomed view with the area of interest.
