Channels Tool sometimes ineffective

Description
Create a new Hyperstack via the legacy plugin. Make sure mode is Color. Image loads as a grayscale (no color luts). Open Channels Tool and it says Grayscale. Change it to Color. Hyperstack still displays as gray. Open Channels Tool again and setting is still Grayscale.

Can no longer duplicate.
Note that this situation would be normal if the ImagePlus returned from the legacy plugin had multiple color tables that were all gray.
