Overlay Manager help needs help page

Description

The Overlay Manager has a help button. It currently loads the web page devoted to IJ1's ROI Manager. Since these are different this is confusing. Create a web page in the Wiki (like this http://wiki.imagej.net/ImageJ2/Documentation/Image/Overlay/OverlayManager), fill it in with info, and update the URL inside the Overlay Manager to point to it.

This code is done in the buttons-with-plugins branch and just needs to be merged after the beta 4 release.
