Signed 64-bit images don't survive IJ2->IJ1->IJ2 round trip

Description

Create a test ramp image (File\New\Image) with signed 64-bit, the image looks fine with a grayscale ramp, but if you apply a LUT (Image/Lookup Tables/Fire) the LUT range is distorted.

(This is the last screen capture in luts.png, attached to parent ticket 1420.)

After you apply a LUT the image is not a ramp anymore. Instead it consists of alternating bands of positive and negative values that map to colors 127 and 128.
