Setup and reference IJ2 URLs

Description
The Help menu entries currently use IJ1 plugins and refer to IJ1 URLs. They should use IJ2 URLs where the functionality is different. (SwingOverlayManager uses an IJ1 URL when it needs an IJ2 URL) We need to setup our IJ2 website first and create appropriate content as we go forward.
