Remove ROI Mgr related commands

Description

There are menu commands (Image::Overlay::To/From ROI Manager) that should now go away. We no longer require users to add and remove overlays from the manager.

Fixed with commit d0cc2db3090c510b5dfc9c3b463b8a5b15dfe013.

IJ2 always adds overlays to the Overlay Manager. And thus we also need a new way to specify a subset of Overlays within the Overlay Manager that a user would want to stamp as a composite overlay into another image. This could just create new references.
