IJ1 & IJ2 Stack To Images results differ

Description

In both IJ1 & IJ2: create new 3 channel Color Hyperstack and then run Stack To Images. Eventually IJ2 (taking some time to close windows) looks similar to IJ1. But notice the text data drawn inside the images is blockier and that the colors ramp better in IJ1. Not sure why. Some ideas:
1) partially a color table harmonization issue
2) an options sync problem that causes text to draw differently

This bug no longer happens. I think the fix for #968 addressed this bug too.
