Create base POM for ImageJ & Fiji projects to share

Description

We use Maven for a few ImageJ-related projects now: ImageJA, ImageJ2, Image5D and ImgLib all share a few common elements, which are currently copy/pasted between each of their base POMs. We could unify the common elements of these POMs into a shared super POM.
