Import LUT does nothing

Description

Tested on Bridge sample.
Try the attached LUT... the image doesn't change at all, and Edit LUT doesn't indicate that the LUT has changed at all. (Note, however that Edit LUT has issues itself)

To reproduce: open Bridge, run Edit LUT... command, click Open..., choose Untitled.lut. In IJ1 this loads a slightly different LUT where some pixels are tinged blue. In IJ2 it loads the LUT and the LUT Editor matrix changes, but Boats does not change.

This is a legacy layer issue. We should make sure that IJ1 and IJ2 LUTs are staying fully in sync. Barry, I am assigning to you as part of your legacy work. We may need to hook another IJ1 method to fully detect the change.
