ZoomTool: zoom to dragged rectangle slightly panned

Description
Activate the zoom tool. Drag a rectangle (that you can't see) around a feature. Notice that reasonably often after zooming it is partially panned off the screen. Fairly confident this is not just a lack of having a visible rectangle for reference.

Note that a nice enhancement would be if the zoom rectangle was drawn when it was being specified.

Curtis, this is another zoom bug that was sitting in my set of tickets. It might be best handled while you're working on zoom.

This is indeed an issue. Basically if you zoom up on something near the edge of the window the zoom center does not match the center of the dragged rectangle.
