Create an outline for the GUI section of the imagejdev.org page

Description

The GUI section is currently TBD. As part of the division of labor for the project - the vision was that each imagejdev.org developer would take on a specific role /ownership for a high level aspect of ImageJ2.0. With this regard, I drew the GUI straw.

This two week task consists of developing an outline to better illustrate imageJ2 roadmap in relation to common practices and standards in use by the community.

I agree that documenting the practices and standards is a good idea, but it seems tangential at best to the GUI development specifically. Perhaps it should be its own section of the web site, in the "For developers" section?
