Clean up autogen package

Description

The LOCI autogen package is out of date, with obsolete code of various sorts. I need to remove old code, rearrange to have a proper package structure, eliminate the gen-meta-support.sh script, and implement the Autogen class which should execute all the proper autogeneration logic with no additional arguments.

Josh Moore has volunteered to take over maintenance of the Bio-Formats codebase, so I am not going to worry about improving the code generation logic.
