Create Tukey threshold method

Description

A ThresholdMethod that uses Tukey's rule to estimate a minimum/maximum range that excludes outliers would be useful.

This would definitely work well on FLIM images and perhaps on other images.

Tukey's rule is a statistical method to estimate which data points are outliers, it's based on getting the quartiles of the distribution.
