Fix scijava-common's tests on Windows

Description
It appears that the AppUtilsTest, the ClassUtilsTest and the FileUtilsTest fail at the moment. Fix them, and add a Jenkins job that tests on Windows specifically.

This is fixed, as per a303cb01626fca5d162f28b2aa504f11c2b2afdb, and http://jenkins.imagej.net/job/SciJava-common-windows/ makes sure that it stays that way.
