Move ij.jar from Fiji's Update Site to ImageJ's

Description

It does not make much sense for Fiji to have its own ij.jar, overriding ImageJ's.

This move also entails modifying the Jenkins job which uploads ij.jar to the update site.

The Jenkins job was changed after the necessary changes to the Updater have been made in ticket #1021.
