Add outlined text facility to DrawingTool

Description

Recently the outline text facility built into DrawingTool was disabled. An approach that has better visuals was implemented in the AboutImageJ plugin. Perhaps adapt this technique in DrawingTool (if we think people will want to do outlined text in general).
