It should not be allowed to have a feature assigned to an earlier milestone than its constituents. We have a script to detect this situation (bin/trac-mixed-milestones.pl) but we need to actually fix the affected tickets.

All mixed milestone violations have been resolved, and the ImageJ-daily build will now fail if any new ones are introduced.
